Job Summary :
We are seeking experienced Marine Technical Supervisor to join our team in the Supply Chain Department at Mobil Producing Nigeria (MPN) Unlimited. The Marine Technical Supervisor is a key operational role responsible for the coordination of all marine activity conducted in support of tanker export operations at marine terminals, and the planning and coordination of all movements of rigs and barges operating in MPN fields.

- This position plays a crucial role in ensuring the safe, efficient, and timely delivery of marine services, contributing to the overall success of Mobil Producing Nigeria Unlimited’s operational objectives.
- What you will do
Responsibilities :
- Coordinate all marine activity conducted in support of Crude Oil and LNG export at marine terminals, including managing interface with ships’ agents, cargo surveyors, and inspectors to ensure safe and efficient turnaround of tankers.
- Coordinate inward / outward clearance by government officials for tankers at all export terminals.
- Liaise with internal and external stakeholders on the vetting and suitability of tankers calling at all export terminals, including NUPRC / NNPC Clearances for export operations and quarterly export permits for co-venturers.
- Safety Compliance: Enforce strict compliance with terminal regulations, industry standards and best practices, to ensure the safe, incident and pollution free berthing, loading and departure of tankers.
- Performance Monitoring: Implement key performance indicators (KPIs) to monitor and assess the performance of marine operations, making data-driven decisions to enhance efficiency and effectiveness.
- Provide technical support to the Marine Operations Supervisor in the implementation of the ExxonMobil Marine Quality Assurance Best Practice Manual, and assist in the development and review of technical specifications and evaluation criteria for all types of marine craft.
- Provide Marine SME guidance and advice during the HAZID, Risk Assessment, Incident Investigation, and planning and execution of marine operations in MPN Fields in line with all maritime regulatory requirements.
- Resource Planning: Liaise with vessel operations teams for suitable chartered vessels for marine loading at export terminals. Plan rosters for allocation of Mooring / Loading Masters at all export terminals.
- Maintain export / loading records, dispatch of shipping documents via courier to lifting partners in Nigeria and abroad. Complete demurrage calculations for each loaded vessel and responding to demurrage claims.
- Support other business functions within the Supply Chain group in the organization of UN Marine vendors’ safety forum, Vessel Key Officers’ Training and interface meetings.
- Coordination of Installation, Maintenance, and Monitoring & Decommissioning of Automatic Identification System (AIS) PortVision vessel tracking devices.
- Review and update of MPN Marine Operations Guidelines, Marine Operational Procedures and Manuals.
Requirements :
- Bachelor’s Degree or Higher National Diploma in Marine Operations and / or Port Operations, or related discipline with a minimum of 2nd class upper or its equivalent.
- A master’s degree or a professional qualification will be an added advantage.
- STCW II/2 Master Mariner (Unlimited Certificate of Competency).
- Minimum 48 months overall documented sea service.
- Minimum 36 months documented sea service as certificated officer onboard tankers or Offshore Support Vessels.
- Minimum 18 months documented sea service as Master (preferred) or Chief Officer.
- Management skills with prior experience in a Marine Assurance or tanker vetting role.
- OCIMF accreditation as SIRE or OVID inspector, or meets qualifying criteria for SIRE or OVID Inspector
- Demonstrate a strong knowledge of marine regulatory and OCIMF best practice.
- Significant experience in shore-based role within the West African Region with a strong knowledge of the NIMASA Regulations.
- Extensive experience in all aspects of vessel operation and support, as well as an understanding of the commercial and legislative aspects.
- Be capable of developing and implementing marine operational policies and procedures.
- Have experience in planning and directing the provision of technical and support services to marine operations (including training, workshop, and forums)
- Knowledge of marine maintenance and reliability management programs, seaworthiness, and maintenance quality control.
