Job Summary:

Norfin Offshore is seeking a competent and experienced HSE Officer to support our marine and offshore operations. The ideal candidate will have strong knowledge of Health, Safety & Environmental regulations and practical experience within the marine / vessel environment.

Responsibilities:

• Ensure full compliance with HSE policies, procedures, and regulatory requirements
• Implement and monitor HSE management systems in line with ISO 45001, ISO 14001, OSHA, NEBOSH, and local regulations
• Conduct risk assessments and hazard identification (JSA, HAZID, HAZOP)
• Carry out incident investigations, root cause analysis, and recommend corrective and preventive actions
• Prepare and submit HSE reports, records, and documentation
• Coordinate and oversee Permit to Work (PTW) systems
• Develop and implement emergency response plans (fire, spill, evacuation, first aid, rescue procedures)
• Conduct regular HSE inspections, audits, and toolbox talks
• Promote a strong safety culture across all operations
• Liaise with management, crew, contractors, and regulatory bodies on HSE matters

Requirements

• Bachelor’s Degree or Diploma in Maritime Management, Safety Management, Environmental Science, or a related discipline
• Minimum of 2 years HSE experience within marine, vessel, offshore, or oil & gas operations
• Professional HSE certifications such as NEBOSH, OSHA, ISO Lead Auditor (added advantage)
• Strong knowledge of marine and vessel HSE requirements
• Hands-on experience with risk assessment tools and PTW systems
• Excellent reporting, communication, and documentation skills
• Ability to work independently and under operational pressure
• Strong attention to detail and commitment to safety compliance
